This is one of our selected focus areas. This topic is to provide a venue for discussing annexation budgetary/fiscal issues (let's not get into annexation philosophical issues here, please).

The 2004 CIP "Active Capitol Projects" contained 13.5 million dollars spent for providing just the water and sewer main lines to annexed areas. This does not reflect any additional capitol outlays needed after June 30th 2003.
These figures are also only the beginning of expenses that the Town will incur as a result of expanding the service area of the Town into already developed land. In these areas the Town then ends up bearing the costs of unnecessary REDEVELOPMENT, rather than having the initial infrastructure costs born by the developer and thereby the new homeowners.
Feasibilty Reports prepared by Staff would have to be reviewed in order to understand the projection of the the real costs of annexing developed land. In every case that I have reviewed, the cost of these annexations are not offset until many, many years later, (6 to 40 yrs.) unless the annexed proprty owners are charged the full amount of assesments for the 'redevelopment'.
When the property owners are involuntarily annexed, charging them for the full cost of the Town's decision to absorb their property is VERY PROBLEMATIC to say the least.

I think that this should be all that needs to be said about whether the Town should be forcibly annexing existing developed land in tight fiscal periods.

About the mentioned annexation. Is this all the annexation that has been done to "in-fill" or plug the "donut" holes, or is this the outreaching into the ETJ.

Maybe this is just me, but when I look at a map of Cary, I don't like seeing these odd parcels that have not be incorporated.

I believe that these numbers are related to the last round of involuntary annexations adopted in 2002. The areas taken were Windsor Oaks, Summerwinds, Hillsdale Forest, Greenwood Acres, Triangle Forest and Bud-El Acres. These areas include approximately 756 parcels, 629 dwelling units and totals 1,042 acres. The estimated population is 1,956.

The section that is supposed to give the breakdown of costs and revenues to the Town for these above areas is incorrectly showing the Feasibilty Report for Dutchman Downs and Lawdraker Rd areas. Which by the way, shows a capitol outlay of over 21 Million for the Town just for the water & sewer "improvements".
I'll try to see if the Town website has the correct information for the recently annexed properties hidden somewhere else.
