I received my information packet for the Tuesday, Jan 20th P&Z meeting (yes - Tuesday due to MLK day on the 19th) and it contained requests from both the Forest Oaks developer and the Cary Park developer to "table" any action of their respective re-zoning requests until the February P&Z meeting. Maybe not a bad idea for them given the fact there will be at least 2 new P&Z board members in February. Seems a little transparent to me though...
