I've been referred to the planning and design committee meeting on 22 Sept at 12:00 by town council members regarding the political sign ordinance.
I've never been to this kind of meeting. Can someone help me or point me to website or something that tells me:
Purpose of these committees?
Who is on the committees?
How do they get on the committees (i.e. elected, volunteer, etc.)?
Do the meetings have public attendees? Can they say stuff?
Anything else you think might be important...

Propose to them that the city enter a "Public Private Partnership" with a front group you will create. The purpose of which is to create and sell a readily availble commodity to city residents. Promise them that with city funding to assist in the startup of your project your front group can become financially self-sustaining at some distant point in the future. Claim huge numbers of fictitious members for your front group whose needs can never be met by the already available stock of the commodity your front group will market and sell. Insist that if the city does not provide outlandish sums for your front group all sorts of evil will befall the city and it's residents. Walk away quickly with the bags of loot.
It worked for the doggie park, the aquatics palace, the skate park, the tennis park, and other such boondoggles. Why not for a sign maker? You could even call it expressive political art...Ernie would love it.

I am not aware of a "Planning and Design Committee". It must be a special ad-hoc committee. Probably a couple councilpersons and staff.

I am on the Planning and Zoning board, which also reviews design issues, but we don't have a meeting that date. I don't know much about the Planning and Development committee.

The Council calendar shows a Planning & Development committee meeting at that time on that day.
P&D is composed of 3 council members (Roseland/Joyce/Robison); the other "major" standing committee is the operations committee. These committees vet various issues that generally end up going before the full council as discussion items or consent agenda items.
See http://www.townofcary.org/agendind.htm; you can see the previous meeting's minutes and when the next meeting date gets closer, you will be able to see the 09/22 agenda.
